General Summary of the Position
Responsible for overseeing and facilitating the procurement function of the combined Jasper companies.
The individual will manage partner network and relationships, administer all purchasing agreements, supervise purchasing and receiving operations as well as inventory management in collaboration with the warehouse.
Essential Duties and Responsibilities (following are accountabilities included but not limited to):
Establishes and implements short and long-term procurement goals based on organizational goals, including development of annual strategic plan.
Develops a roadmap to build the infrastructure and team to transform the end-to-end procurement function, including contracting, processes, supply chain and strategic sourcing.
Develops and maintains a healthy partner network to support Jasper Ventures business objectives while also aligned with Jasper values in accomplishing their mission.
Streamlines the requisition and contracting process while maintaining high levels of compliance.
Ability to prioritize multiple requests from internal customers and handle in a tactful way.
Creates template agreements and standardized contracts in partnership with general counsel.
Develops a strong team that can meet the strategic and operational needs of the organization.
Sets and communicates objectives and specific action items for team members to meet goals.
Develops policies and operating procedures for the procurement team and ensures those are implemented and followed by all members.
Develops procurement and supply chain metrics with well- defined KPIs.
Leads procurement team to provide best value to intercompany teams, while also ensuring lead-times are minimized and goals are met.
Works with the Proposals group to support the development of project cost workbooks with competitive, accurate, updated and time valid vendor pricing.
Performs annual risk analysis on existing vendors to ensure they can continue to support Jasper Ventures.
Negotiates with vendors and subcontractors on price, contract terms, conditions, and vendor consignment.
Uses competitive bidding when appropriate to obtain the best total value.
Works with engineering to meet regularly with vendors and subcontractors to receive and provide feedback, implementing action items as needed.
Relates to employees, existing clients, and potential clients in a professional, courteous, and respectful manner, appropriately responding to their questions, concerns, and complaints.
Other duties as assigned to meet the needs of the business.
Knowledge, Skills and Abilities
In depth understanding of procurement, with strong knowledge of oil and gas industry preferred.
Experience in Warehouse and Logistics preferred.
Highly organized, including planning and management of processes and resources.
Ability to solve unstructured problems.
Ability to know when to exercise judgment and make quick decisions and when to involve and collaborate with others.
Excellent negotiation and conflict resolution skills.
Excellent research skills and ability to compile data while reporting in a concise manner.
Superior management skills with an ability to influence and engage direct and indirect reports and peers.
Exceptional written, oral, interpersonal, and presentation skills.
Ability to operate as an effective tactical, analytical, as well as strategic thinker.
Strong knowledge of Microsoft PowerPoint, Project, Word, Excel and Outlook, are required.
Education, Training and Experience
Ideal candidate will possess an undergraduate degree or higher.
Ten or more years of experience in progressive roles in procurement, preferably in oil and gas industry.
Five or more years of leadership experience.
Work Context
Regularly works in the corporate office in Whitehouse, TX although may be called on to visit other locations, including fabrication facilities, field locations, and vendor (or potential vendor) facilities when needed.
At those locations, must be able to work in outside conditions that include inclement weather, heat and humidity, and exposure to dust and other particles.
