General Summary
Position provides oversight, direction and coordination for all operations and maintenance (O&M) activities at the Tyler Federal Building, Tyler, TX ; Tyler Federal Courthouse, Tyler TX; SB Hall Federal Building, Marshall, TX and the WR Burke US Courthouse in Lufkin, TX to ensure adherence to contractual objectives.
The primary location for this position will be at the Tyler Federal Building in Tyler, TX.
Position supervises and coordinates activities of skilled trades workers engaged in maintaining and repairing equipment, structures, utility systems, buildings, and grounds at assigned jobsite.
This position is a full-time position, and applicant is also required to assist in emergencies relating to the operation and repair of facility equipment and may need to respond to calls 24/7.
Essential Duties and Responsibilities: Provides supervision to maintenance subcontractors.
Coaches, motivates, and engage work teams to accomplish operational objectives.
Responsible for ensuring timely and accurate delivery of all required Government and Company reports/deliverables Effectively manages maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the contract within established regulatory requirements.
Responsible for assigning work orders, staff duties, and reviewing all corrective and preventative maintenance for proper documentation.
Manages and supervises work orders to ensure timely, accurate, and effective completion and documentation.
Responsible for negotiation and coordination of all required subcontractor and vendor services Responsible for effectively managing various subcontractor disciplines to ensure compliance with scope of work, safety, environmental and quality control Assists in the development of scopes of works (SOWs); developing cost estimates; soliciting proposals from subcontractors; initiating project work; inspecting work; ensuring work is completed in accordance with the SOW and that all work is completed with quality and in a workmanlike manner.
Responsible for ensuring procurement all parts, supplies and materials required for contractual compliance and operational fulfillment Performs HR duties to include but not limited to leading selection efforts in coordination with HR Manager to successfully hire and train a first-rate team, terminations, manage employee schedules, employee discipline, performance reviews, conflict resolution, etc.
Participates in long range planning of facility maintenance improvements.
Serves as the subject matter expert for the contract Perform other duties as assigned.
Knowledge, Experience and Skill Requirements: Experience in government contracting desired.
Minimum five (5) years’ experience in contract management and supervision of building mechanical operations and maintenance for buildings of approximately 53,000 sqft Minimum five (5) years’ experience in contract management and supervision of building mechanical operations and maintenance for a multi-level building Minimum five (5) years’ experience in contract management and supervision of building mechanical operations and maintenance for buildings consisting of executive offices, multi-building operations and/or multi-tenant usage.
Experience in scheduling the maintenance and repair of equipment and systems Experience in supervising a diversified work force to include but not limited to; Electricians, HVAC Techs, Chief Mechanics, and General Maintenance Workers Minimum two (2) years within the past five (5) years’ experience in supervising repair and operations with 250 Niagra Tridium Jace controls/system BAS, HVAC, Boilers, Chillers over 250 tons, AHU’s and Plumbing in commercial buildings Experience with fire protection and life safety systems and equipment Minimum two (2) years within the past five (5) years’ experience in working with National Computerized Maintenance Management System (NCMMS) or similar type of maintenance tracking software Experience working in facilities designated Historic by the Historic Building Society and/or contain historic components Ability to troubleshoot Smardt Magnetic chiller systems Must have an EPA 608 Certification Must have A/C Refrigeration Operator Certification Must have one of the following: N.

E Certification Air Conditioning III, Advanced Boiler Operation Certification or International Union of Operational Engineers Class 2 or 1 Stationary Engineer Must obtain OSHA 30-hour Certification within 30 days of hire or have current certification Be familiar with the various codes and standards such as TJC, NFPA, EPA and OSHA codes and standards.
Proficient in Microsoft Office Suite to include MS Word and Excel Strong written and oral communication skills in English Must have a valid driver license with a good driving record.
Working Conditions: Must be able to pass a background check This position is considered mission essential.
